  Southeast Asia Information Port (www.dnyxxg.com) reported on the 11th that the General Office of the Ministry of Industry and Information Technology recently issued a notice to further promote the systematic layout of pilot-scale testing platforms in the manufacturing industry and strengthen the construction of high-level pilot-scale testing platforms.

  Pilot-scale testing is a crucial link closely connecting the innovation chain, technology chain, and industrial chain, and pilot-scale testing platforms are an important support for the transformation of scientific and technological achievements into real productive forces. The "Notice on Further Accelerating the Systematic Layout and High-Level Construction of Pilot-Scale Testing Platforms in the Manufacturing Industry" proposes that by the end of 2027, the strength of high-level pilot-scale testing platforms will be further enhanced, a modern pilot-scale testing platform system will be basically established, and a national manufacturing pilot-scale testing service network with multi-entity participation, multi-field layout, and multi-level services will be initially formed.

  The notice clarifies that, following the approach of "strengthening a batch, activating a batch, and filling a batch," pilot-scale testing platforms will be guided to advance to higher levels along the path of "reserve pilot-scale testing platforms—key pilot-scale testing platforms cultivated by the Ministry of Industry and Information Technology—national-level manufacturing pilot-scale testing platforms." Focusing on key industry sectors such as artificial intelligence and humanoid robots, which are crucial to future development, industrial security, and where pilot-scale testing supply is scarce, local industry and information technology authorities will select areas for improvement based on their unique advantages and leverage industry-academia-research-application entities to establish and construct pilot-scale testing platforms.

  The notice requires all parties to increase policy support and resources in areas such as funding, land, and talent; it also emphasizes the need to follow the laws of industrial development, adhere to a practical approach, and promote the construction and layout of pilot-scale testing platforms, preventing a rush to establish platforms or blindly advancing them.

  In addition, the notice also released the "Guidelines for the Construction of Pilot Platforms in Manufacturing (2025 Edition)," which focuses on addressing key issues such as "what to build, who will build it, and how to build it" for pilot platforms; and released the "Key Points for the Construction of Pilot Platforms in Manufacturing (2025 Edition)," which guides local governments to plan and build pilot platforms urgently needed for industrial development in six key areas and 37 key industry directions, including raw material industries, equipment manufacturing, consumer goods industries, information technology, emerging and future industries, and common needs.
