Southeast Asia Information Port News (www.dnyxxg.com) – On November 11, it was learned from the Ministry of Civil Affairs that, in order to further standardize the filing of public fundraising plans by charitable organizations, the Ministry of Civil Affairs recently issued the "Guidelines for Filing Public Fundraising Plans of Charitable Organizations (Trial Implementation)." The guidelines clarify that charitable organizations with public fundraising qualifications, or other non-profit organizations that are permitted to conduct public fundraising according to laws and administrative regulations, should file their public fundraising plans with the civil affairs department of the people's government at or above the county level at least ten days before publicly soliciting funds from the public based on their charitable purposes.

Charitable organizations can submit filing materials online through the national charity information disclosure platform "Charity China." The filing materials include the public fundraising plan filing form and related attachments, cooperative fundraising materials, and other relevant materials. The measures will take effect on January 1, 2026. (Reporter Zhu Gaoxiang)
