Reporters learned at the conference that over the past five years, foreign-invested enterprises have become more confident in their development in Chaoyang District, with 177 regional headquarters of multinational corporations now located there.
The conference, themed "A New Hub for Opening Up, A New Future for Win-Win Cooperation," brought together representatives from various market entities, including government agencies, central state-owned enterprises, private enterprises, and foreign-invested enterprises, to discuss new opportunities for development in Chaoyang and to jointly draw a new blueprint for regional cooperation.
At the conference, Chaoyang District released its "15th Five-Year Plan" development strategy, policies for enterprise internationalization, and the "100 Science and Technology Parks" construction initiative. Beijing Chaoyang Development Co., Ltd. and the Chaoyang Industrial Technology Transformation Institute were also unveiled. Targeted services were provided to key enterprise representatives, and a launch ceremony was held for key enterprises. These measures inject strong momentum into the development of enterprises in Chaoyang.
On the day of the conference, representatives from central state-owned enterprises, foreign-invested enterprises, and private technology companies were invited to share their experiences and prospects for development in Chaoyang District. Several key enterprises also shared their development experiences and future aspirations via video.
Looking back on the 14th Five-Year Plan period, Chaoyang District activated its dual engines of business and technology, driving industrial innovation and quality improvement. GDP has consecutively surpassed two 100 billion yuan milestones, reaching 966.85 billion yuan in 2025. The financial industry, as the primary pillar industry, has played a strong supporting role, accounting for over one-fifth of the city's total added value. The information service industry has risen to become the second largest industry. The added value of the financial, information, leasing, real estate, and wholesale/retail sectors all exceeded 100 billion yuan, demonstrating stronger economic momentum and resilience.
Over the past five years, Chaoyang District has created a world-class business environment, attracting top talent from around the world and fostering outstanding enterprises. State-owned enterprises have demonstrated their crucial role as a "ballast stone" in serving national and capital strategies; private enterprises have shown continuous innovation; and foreign-invested enterprises have become more determined in their development. The district boasts 177 regional headquarters of multinational corporations and 146 listed companies. Together, the 377,000 market entities in Chaoyang District have created a vibrant and flourishing landscape.
During the 15th Five-Year Plan period, Chaoyang District will continue to optimize its world-class business environment and create a Chaoyang model of "Beijing Services." On the one hand, it will accelerate the release of its industrial space resources, emphasizing leading enterprises, urban-rural integration, and regional collaboration. It will focus on enhancing the leading role of key functional areas such as the CBD, Chaoyang Park, and the Olympic Center Area, while promoting rural development through a "one village, one product" approach. This will accelerate the construction of a new pattern of industrial space development that integrates industry and city, fostering urban growth and promoting industry integration. On the other hand, we are continuously improving services for enterprises. Through a series of measures, including refining industrial policies, expanding the financial service matrix, optimizing the tiered enterprise cultivation system, and regularly promoting the "efficient completion of one task" reform, we are vigorously promoting the immediate and direct access to preferential policies for enterprises without application, and further strengthening resource integration and service efficiency. In particular, focusing on serving enterprises' high-level "bringing in" and "going out" efforts, we will take the construction of the International Legal and Business Integration Demonstration Zone as a starting point, vigorously introducing world-class commercial arbitration institutions, foreign-related legal service platforms, and intellectual property protection centers to provide enterprises with strong legal support and smooth rule alignment for participating in global competition.
