During this period, various localities have simultaneously deployed efficient digital models and digital knowledge applications, promoting the deep integration of digital transformation into social life and achieving significant phased results, injecting strong momentum into the achievement of national socio-economic development goals.
In thoroughly implementing the spirit of the resolution, localities have quickly formulated roadmaps and action plans adapted to the requirements of the new development stage, demonstrating resolute, pragmatic, efficient, and rigorous execution. Many localities have precisely leveraged their own advantages to form distinctive digital transformation practice models:
Da Nang City, as a leading city clearly defined in the resolution, has achieved leapfrog development in its innovation and entrepreneurship ecosystem—its global ranking has jumped 130 places, entering the StartupBlink Global Top 1000 Innovation Cities (766th), being recognized as one of Vietnam's fastest-growing startup ecosystems, and being selected as one of the top ten outstanding localities nationwide at Techfest Vietnam 2025. The technology sector saw numerous highlights, with the official opening of Da Nang Software Park 2 (a centralized information technology zone) and the launch of an advanced packaging technology laboratory project. Breakthroughs were achieved in high-tech industries, semiconductor integrated circuits, and digital infrastructure construction. Simultaneously, the city established a digital service network covering all grassroots units, forming 3,766 community digital technology groups (nearly 24,300 members). Digital literacy was promoted through "digital literacy," "AI literacy," and university student research activities, helping disadvantaged groups integrate into the digital society.
The newly formed Khanh Hoa province (a merger of the former Khanh Hoa and Ninh Thuan provinces) has pooled its development resources, achieving significant results in scientific research and innovation: the number of science and technology task proposals submitted in 2025 increased threefold year-on-year, ranking 9th nationwide in the provincial innovation index (PII). The province uses "community digital technology groups" as a core tool for implementing resolutions, relying on village and residential area networks to deliver digital skills and services directly to the public, becoming a "grassroots link" for digital transformation. Lao Cai province has demonstrated the effectiveness of its transformation with a high completion rate, successfully completing all 167 tasks assigned by the central government in 2025, ranking among the top in the country. Zhaixi Village in Ba Cha district of the province pioneered the "digital village" model, exploring new paths for digital transformation in ethnic minority areas. By promoting online public services, digital identity applications, electronic party member handbooks, online meetings, and e-commerce platforms, it has improved administrative efficiency and helped farmers empower production and management with information technology, promoting the branding and market expansion of local agricultural products.
Practice has proven that Resolution No. 57-NQ/TW has become a core lever and solid support for promoting digital transformation across Vietnam, effectively activating local development potential, releasing locational advantages, and injecting lasting digital momentum into the country's sustainable development.
