The meeting focused on the theme of "Upholding High-Quality Development and Promoting Sustained and Healthy Economic Development and Comprehensive Social Progress." Wang Huning, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the CPPCC National Committee, presided over the closing meeting and delivered a speech. He stated that since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has profoundly grasped the general trend of world development and the process of Chinese-style modernization, promoting my country's stable economic development and its comprehensive embarkation on a path of high-quality development. my country's economic strength, scientific and technological strength, and comprehensive national strength have reached new heights, and Chinese-style modernization has taken new and solid steps. We must deeply understand the decisive significance of the "two establishments" and resolutely uphold the "two safeguards," widely uniting people's hearts, building consensus, pooling wisdom, and gathering strength to promote high-quality development and advance Chinese-style modernization.
Wang Huning stated that the "15th Five-Year Plan" period is a crucial period for basically realizing socialist modernization. The CPPCC should thoroughly study and implement General Secretary Xi Jinping's important expositions on promoting high-quality development, firmly grasp this theme and primary task, adhere to serving high-quality development with high-level performance of its duties, and contribute to sustained and healthy economic development and comprehensive social progress. The focus should be on major issues such as building a modern industrial system, achieving high-level technological self-reliance, constructing a new development pattern, building a high-level socialist market economy, guaranteeing and improving people's livelihoods, and accelerating the comprehensive green transformation of economic and social development. Members of the CPPCC should be organized to go to the front lines to investigate the actual situation, offer precise suggestions and strategies, and strengthen supervision to promote implementation. Efforts should be made to strengthen research, consultation, and deliberation to serve and support the implementation of the 15th Five-Year Plan; to strengthen unity and liaison work to commemorate the 160th anniversary of Sun Yat-sen's birth; and to focus on learning and implementing Xi Jinping's thought on Party building, establishing and practicing a correct view of performance, strengthening the CPPCC's own construction, and solidly carrying out all tasks of the CPPCC in the second half of the year.
The meeting decided, by vote, to add Li Xiaohong as a member of the 14th CPPCC National Committee and vice chairman of the Education, Science, Health and Sports Committee; and to add Xiao Pei as a member of the 14th CPPCC National Committee and vice chairman of the Social and Legal Affairs Committee. The meeting also approved the decision to accept Chen Qun's resignation as a member of the Standing Committee and the CPPCC National Committee; the decision to remove Wang Xiaodong from his positions as a member of the Standing Committee and vice chairman of the Agriculture and Rural Affairs Committee of the 14th CPPCC National Committee and to revoke his membership; and the decision to accept the resignations of Hu Chenglin and Peng Chun from their positions as members of the 14th CPPCC National Committee. The meeting ratified the decision to revoke the membership of Wei Xiaodong and Hou Guisong in the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC).
Following the closing session, Yin Bai, Secretary-General of the Political and Legal Affairs Commission of the CPC Central Committee, was invited to give a lecture entitled "Promoting the Modernization of the National Security System and Capabilities, and Building a Higher-Level Peaceful China."
