The China Coast Guard announced 12 typical cases of more than 1,900 public security cases to be investigated in 2025.

  Southeast Asia Information Port News (www.dnyxxg.com) In 2025, the China Coast Guard consistently adhered to the people-centered development philosophy, continuously innovated and improved the "Maritime Fengqiao" experience, comprehensively investigated and eliminated various safety risks and hidden dangers, properly resolved conflicts and disputes according to law, severely cracked down on illegal and criminal activities that infringe upon the interests of the masses and endanger maritime safety, efficiently carried out maritime rescue operations, and made every effort to safeguard the lives and property of the people, continuously enhancing the people's sense of gain, happiness, and security. Throughout the year, more than 1,900 public security cases were investigated, more than 2,200 rescue operations were carried out, and more than 1,700 people in distress were rescued. Recently, the China Coast Guard selected 12 typical cases.

  1. The "2025.1.01" Lin Mou traffic accident case. On January 7, 2025, the Taizhou Coast Guard Bureau of Zhejiang Province received a case transferred by the fishing boat collision accident investigation team. The investigation revealed that on January 1, two fishing boats collided in fishing area 203, resulting in one boat capsizing and sinking, and five people missing. The case is suspected of being a traffic accident. An investigation revealed that the captain of the fishing vessel involved in the accident, Lin, failed to maintain a safe distance as required and forcibly boarded the vessel, bearing primary responsibility.

  2. The "May 16, 2025" case involving Chen et al. obstructing official duties and illegally fishing. On May 15, 2025, the Wenzhou Coast Guard of Zhejiang Province discovered a fishing vessel without its AIS and navigation lights turned on during a patrol. Captain Chen refused to stop, added steel pipes, turned off the lights, and sped away. Law enforcement officers seized the opportunity and successfully boarded and controlled the vessel. During the operation, the suspect vessel repeatedly maneuvered to obstruct boarding and collided with a coast guard patrol boat, causing damage to the patrol boat and minor injuries to one officer. The vessel is suspected of obstructing official duties and illegally fishing.

  3. The "June 6, 2025" case involving the illegal transport of firearms and ammunition. On June 2, 2025, the Putian Coast Guard of Fujian Province, while investigating a case involving a fishing vessel without properly equipped crew members, discovered that the vessel was carrying firearms and ammunition, suspected of illegally transporting firearms and ammunition. An investigation revealed that four foreign crew members on the ship entered my country's territorial waters carrying firearms and ammunition. To evade inspection, they threw the weapons and ammunition into the sea. A meticulously organized recovery operation yielded five firearms, 15 magazines, and over 2,000 rounds of ammunition.

  4. The "July 2, 2025" case of Liu's intentional injury (resulting in death). On July 2, 2025, the Fujian Coast Guard received a report from an employee of a deep-sea fishing company, stating that Liu, a crew member on one of the company's deep-sea fishing vessels, stabbed crew member Wang in the thigh, causing Wang's death. On June 27, 2025, Liu jumped overboard while the ship was transiting the Strait of Malacca. He was rescued by passing vessels and handed over to the Malaysian maritime authorities. On September 17, after being released by a Malaysian court, Liu was handed over to the Chinese Embassy in Malaysia. The Fujian Coast Guard immediately organized a trip to Malaysia to escort him back to China for investigation.

  5. The "November 13, 2025" case of Chen's arson. On January 10, 2025, a fire broke out on a fish raft near Huiyu Island, Nanpu Town, Quanzhou City, Fujian Province. The fire destroyed a fish raft belonging to a company in Quanzhou City and vessels belonging to aquaculture farmers. The Quanzhou Coast Guard Bureau of Fujian Province opened a case for investigation. The investigation revealed that a worker named Chen on the fish raft had failed to extinguish a charcoal fire while smoking meat, causing a fire that resulted in losses of 1.3 million yuan.

  6. The "April 10, 2025" case of negligent homicide by Chen. On April 11, 2025, Guo drowned while diving near Xinliao Island, Xuwen County, Zhanjiang, Guangdong Province. After receiving the report, the Zhanjiang Coast Guard Bureau of Guangdong Province commissioned the Xuwen County Public Security Bureau to conduct an investigation at the scene of Guo's drowning. The investigation found that Guo's drowning was related to Chen's diving instruction, and Chen was suspected of negligent homicide. The investigation revealed that Chen lacked diving instruction qualifications but privately charged for lessons, and Guo's drowning was caused by his negligence.

  7. The "April 5, 2025" theft case involving Ye et al. On April 5, 2025, the Guangdong Coast Guard Bureau, upon investigation of a case transferred from the public security authorities, discovered that Ye and two others had collected biological samples from an uninhabited island without approval. They had collected 11.234 kilograms of *Millettia dielsiana* (a type of vine), suspected of theft. Investigation revealed that the three individuals, for profit, illegally dug and sold *Millettia dielsiana* without authorization, earning approximately 26,800 yuan.

  8. The "February 8, 2025" case involving Song's sale of state agency documents. During the handling of a case involving Song et al.'s unlicensed fishing, the Dalian Coast Guard Bureau in Liaoning Province discovered that the three *Fisheries Crew Certificates* they submitted were suspected of being forged. Inquiries with the issuing authority and forensic examination confirmed the documents were forged, thus uncovering a chain of forged state agency documents. A thorough investigation revealed that between December 2023 and September 2024, suspects Liu and Han engaged in the forgery and sale of state agency documents, trading a total of 17 forged documents involving multiple groups, including ship operators, crew members, and advertising professionals.

  9. The "2025.8.08" case of Shi et al. obstructing official duties. On August 8, 2025, the Dalian Coast Guard Bureau in Liaoning Province, while investigating an illegal speedboat, encountered resistance and attempted to flee towards Fishing Area 25. The Huludao Coast Guard Bureau immediately dispatched two coast guard vessels to the area to assist in the capture. The coast guard vessels identified themselves by activating sirens, lights, and loudspeakers, demanding that the speedboat stop for inspection. However, the speedboat's driver refused to stop and repeatedly engaged in dangerous maneuvers, resulting in damage to the coast guard vessels.

  10. The "2025.8.10" case of Zhao molesting a child. On August 11, the Qinhuangdao Coast Guard Bureau in Hebei Province received a report from the Municipal Public Security Bureau that a victim (under 14 years old) had been sexually assaulted in the Tiger Stone Park sea swimming lane. Law enforcement officers used various technical means to effectively reconstruct the crime scene and apprehend the suspect, Zhao.

  11. The "December 28, 2024" crude oil theft case. In December 2024, the Binzhou Coast Guard Bureau in Shandong Province discovered a vessel without its AIS activated during a patrol. Upon boarding and inspection, they found that the four crew members could not provide relevant crew certificates and that the vessel was carrying a large quantity of crude oil without legal documentation. Investigation revealed that the captain and first mate of a crude oil transport ship belonging to a certain company had been conspiring to use their positions to intercept crude oil through "water-for-oil" transactions, secretly transferring it at night for profit. They were found to have committed 70 thefts, stealing over 18,000 tons of crude oil, with a value exceeding 100 million yuan.

  12. The "March 11, 2025" Lin's intentional homicide case. On March 11, 2025, while a fishing vessel was operating in the Indian Ocean, crew member Lin had a conflict with Captain Chu over a work dispute. In the wheelhouse, Lin attacked Chu with a kitchen knife, fatally striking him in the head. Lin then dismembered Chu's body and dumped it at sea. The Weihai Coast Guard Bureau in Shandong Province formed a special task force on March 12 to investigate the case. The investigation revealed that after committing the crime, Lin used the kitchen knife to obstruct rescue efforts, steered the vessel alone, and coerced the chief engineer to return to port. He was subdued by the remaining crew members when he tried to pry open the engine room door.
