Southeast Asia Information Port News (www.dnyxxg.com) (Liang Qinqing) The "Blue Book on Climate Resource Economy—Research Report on the Economic Transformation of China's Climate Resources (2025)," released in Chongqing on the 25th, states that against the backdrop of global green and low-carbon transformation, China has launched pilot projects for realizing the value of climate ecological products in Hainan, Lishui (Zhejiang), Fuzhou (Jiangxi), Shangluo (Shaanxi), and Xining (Qinghai), promoting the economic transformation of climate resources at multiple levels and in multiple fields.
It is understood that this is China's first blue book on climate resource economy, compiled by the Key Open Laboratory for Economic Transformation of Climate Resources of the China Meteorological Administration.
The blue book introduces that Hainan has constructed a "climate + industry" green development model through agricultural product climate assessment, blue carbon and carbon sink trading, integration of ecotourism and health care, and the construction of the "Two Mountains Platform," effectively increasing tourism revenue. Fuzhou (Jiangxi) has launched green financial tools such as "climate loans" to promote the premium of the "Ganfu Agricultural Products" regional public brand and the upgrading of the cultural tourism and health care industry. Xining (Qinghai), relying on its plateau and cool climate resources, has carried out pilot projects for realizing the value of cool-climate vegetable climate ecological products, optimizing the green and low-carbon industrial layout. In some regions, refined evaluations of the climatic conditions for the growth of specific agricultural products have enhanced their added value and market competitiveness. For example, daylilies from Datong, Shanxi; mulberries from Dechang, Sichuan; cherries from Qinhuangdao, Hebei; and crisp plums from Wushan, Chongqing, have all become pillar industries driving local economic development through climate assessments.
In tourism and health care, many regions are deeply exploring their unique climate resources for health care, summer retreats, and winter escapes, promoting their integration with tourism, culture, and sports industries. For instance, Fengjie in Chongqing, leveraging its diverse climate and high-altitude health care resources, is building the "Cool Capital of the Three Gorges," achieving efficient economic transformation of climate resources; Maoming in Guangdong is utilizing its coastal winter-sheltered climate to promote health and wellness tourism as a new economic driver; and Pan'an in Zhejiang is exploring a "meteorology + medical care" model, forming a distinctive service combining "weather forecasting + traditional Chinese medicine treatment + medicinal diet therapy."
