Southeast Asia Information Port (www.dnyxxg.com) – The World Meteorological Organization (WMO) Measurement Lead Centre (MLC) (Changsha) was inaugurated on the 15th. The Changsha MLC is the third MLC in Asia, following Hong Kong and Boseong, South Korea, and the only one dedicated to research in ground-based integrated meteorological observation.

The MLC is committed to conducting tests based on ground-based remote sensing and in-situ instruments, promoting international standardization of instrument performance, compatibility, and interoperability, thereby supporting Earth system observation.

It is understood that the Changsha MLC will lead the development of internationally influential global ground-based integrated meteorological observation technical standards, operational specifications, and evaluation systems, marking a crucial step forward for China in improving its global meteorological observation system and deepening international meteorological cooperation.

Located within the 30°N heavy rainfall belt, the Changsha MLC is situated in an area prone to various severe weather processes, making it an ideal "open-air laboratory" for end-to-end testing, validation, and the development of ground-based meteorological observation methods and instruments.

Meanwhile, Changsha MLC is also one of China's five major national comprehensive meteorological observation and testing bases. It is equipped with conventional ground-based observation instruments, upper-air sounding systems, ground-based remote sensing facilities such as wind profilers, cloud radar, and lidar, satellite receiving equipment, and advanced weather radar arrays, forming a complete three-dimensional integrated observation capability encompassing ground, upper air, and space. This provides a comprehensive testing platform for instrument testing, calibration, verification, and operational evaluation.

It is understood that Changsha MLC is currently collaborating with the China-Madagascar Hybrid Rice "Belt and Road" Joint Laboratory to provide meteorological support services for the promotion of hybrid rice cultivation in Madagascar. Its high-precision weather radar calibration project has been listed as a demonstration project in the WMO Region 2 (Asia) 2025-2027 Action Plan. (End)
