
Southeast Asia Information Port News (www.dnyxxg.com) Vietnamese Prime Minister Pham Minh Chinh recently issued Special Notice No. 16/CĐ-TTg, deploying stronger comprehensive measures to ensure safe, smooth, and orderly road and waterway transportation during the 2026 Lunar New Year travel rush, effectively meeting the travel needs of the public for Lunar New Year travel and spring temple fair activities.
Prime Minister Pham Minh Chinh, on behalf of the government, commended the Ministry of Public Security, the Ministry of Construction, and the local People's Committees for their previous measures and achievements in ensuring smooth travel during the Spring Festival travel rush. He also pointed out that the current traffic order and safety situation during the Spring Festival travel rush remains complex, with several serious traffic accidents occurring on highways and waterways, and traffic violations still occurring frequently. The safety risks cannot be ignored, and further strengthening of control measures is urgently needed.
The Ministry of Public Security: It is necessary to increase police force and equipment investment, strengthen patrol and control of highways, local main roads, and passenger vehicles, and enhance traffic safety supervision; crack down on key violations that easily cause accidents, such as drunk driving, speeding, overloading, driving outside designated lanes, illegal parking, and illegal U-turns; and severely punish acts that disrupt public order and obstruct the performance of official duties; in conjunction with the Ministry of Construction, local governments, and relevant units, formulate scientific traffic organization plans, focusing on alleviating congestion at toll stations, highway hubs, and major urban access routes such as Hanoi and Ho Chi Minh City, to ensure the safe and convenient travel of the public. At the same time, it is necessary to simultaneously increase traffic safety publicity efforts to enhance public safety awareness and law-abiding consciousness, forming a dual guarantee of "strict enforcement + guidance."
The Ministry of Construction: It is necessary to strengthen the management of the entire transportation industry chain, launch a "strict enforcement" mode, severely punish all kinds of illegal and irregular behaviors in transportation operations according to law, and continue to address prominent issues such as overloading; focus on strengthening the control of waterway transportation routes from the shore to islands, standardizing the safety management of inland waterway tourism activities, and preventing waterway transportation risks. Ministry of Health: Medical institutions at all levels must be guided to fully prepare for emergency response, including increasing the number of emergency personnel, equipping them with sufficient emergency equipment and supplies, and improving their ability to respond quickly to emergencies. Emergency resources should be prepositioned, especially along key traffic routes and in high-traffic areas, to minimize casualties from traffic accidents.
People's Committees of all provinces and municipalities: The Chairman must personally lead and coordinate the Spring Festival travel safety work within his/her jurisdiction, promptly handle emergencies during peak travel periods, and resolutely curb major traffic accidents; strengthen coordination with the Ministry of Public Security, the Ministry of Construction, and other departments, and avoid prolonged congestion through scientific traffic management to ensure the safety and convenience of all road users; establish a clear accountability mechanism, stipulating that if traffic safety is out of control, the relevant responsible persons must bear full responsibility to the government and the Prime Minister.
In addition, Prime Minister Pham Minh Chinh instructed the Ministry of Public Security, in conjunction with the General Office of the Government, to monitor and supervise the implementation of the notices by various departments, units, and localities; to promptly propose recommendations and report to the Prime Minister on major issues exceeding their authority; and to study and formulate a commendation program to recognize and reward collectives and individuals who have performed outstandingly in ensuring the safety of the Spring Festival travel rush.
